Rating Santa Cruz Elementary Schools: A Comprehensive Guide to Quality Education in Santa Cruz County
Elementary school is a critical time in the development of a child. Picking the right school in Santa Cruz County can be both daunting and unclear. As a local Realtor deeply involved in our community, I understand the importance of schools in shaping families’ home-buying decisions. In this guide, I’ll analyze Santa Cruz elementary schools using key metrics like test scores, enrollment numbers, student-to-teacher ratios, and online rankings.
This is the second in a series of blogs that will address Santa Cruz schools at various levels. If you’d like to read my High School blog, access HERE.
Let me be clear, this is just a data point in a host of information that can help in your decision-making. If you read the reviews on these schools, you are sure to read a spectrum of opinions on the quality. I will attempt to make no assumptions/opinions on the subjective nature of children’s experiences in these schools and instead focus on the objective (data). From my experience, my time in school was much more impacted by the relationships I made and the interpersonal skills I developed (although I later in life realized the effect of the voids in my academia vs that of some of my peers).
Options are aplenty when it comes to elementary education in Santa Cruz County, far too many to analyze in this blog. And while I will touch on some private school options, for this exercise I’ll primarily focus on public schools where the data is abundant.

Let’s dive in:
The first thing we are going to look at is the CA School District Data.
Socioeconomically disadvantaged is defined as “Students who are eligible for free or reduced priced meals; or have parents/guardians who did not receive a high school diploma.” English learners are defined as “Students who are learning to communicate effectively in English.”
Towards the conclusion of this blog, I’ll delve into an analysis of each elementary school in Santa Cruz County, specifically examining their impact on our community’s disadvantaged youth. What stands out is the unified effort across the county’s schools to embrace and support students from diverse backgrounds.
Next, let us analyze enrollment and students per teacher. This can be critically important for parents looking to have more a personalized and hands-on education for their children.
While the vast majority of Santa Cruz County public schools range between 300-500 students, Happy Valley and Santa Cruz Gardens provide a more intimate experience. More important to most is the number of students per teacher. Happy Valley has the best ratio of the bunch while Mar Vista and Boulder Creek have the 2nd best ratio at 21/1. DeLaveaga has the worst student-to-teacher ratio amongst the schools analyzed at 26/1. Everyone else falls somewhere in between.
Another important consideration is student performance. While many external factors can contribute to test scores, cumulative performance can serve as a valuable indicator of the caliber of education received.
The clear winner of the group is Happy Valley which performed exceptionally well in both the English and Math testing during the 2021-2022 year. Scotts Valley School District backed up its sterling reputation with strong testing numbers at both Brook Knoll Elementary and Vine Hill Elementary. Main Street Elementary was the clear winner in the Soquel Union School District while Westlake took the crown in the Santa Cruz City School District. The county performed well, with 67% of the schools analyzed outpacing the state average in English and 89% outperforming the state in Math.
Credible online resources that pull state data like niche.com & greatschools.org are another valuable resource for analyzing schools.
According to greatschools.org, Academic progress is defined as “Students at this school are making more academic progress from one grade to the next compared to students at other schools in the state. Strong progress with high test scores means students have strong academic skills and are making bigger gains than their peers at other schools in the state.”
Greatschools.org highlight some clear separators when it comes to testing (29% weight), academic progress (41% weight), and equity (29% weight). Happy Valley comes out the clear winner… again. Brook Knoll in Scotts Valley rates as the second-best elementary school in the county. Vine Hill (Scotts Valley), Main Street (Soquel), and Westlake (Santa Cruz) round out the top five.
Niche rankings see it similarly with Happy Valley receiving an A+ ranking while Brook Knoll, Vine Hill, San Lorenzo Valley, and Westlake each received A- grades.
While private schools don’t have publicly available data, reputation amongst the community can be considered even more valuable.
